After the first Chechen war in the mid 1990s, Chechnya was giving de facto independence by Russia. The Chechens had 3 years to take care of their own affairs but the war-ravaged republic fell into chaos and the country was essentially controlled by the Chechen mafia and Islamic militants. Chechnya was essentially an Afghanistan where radicals and criminals sought refuge. Then in 1999, Chechen Islamists with expansionist ambitions invaded the neighboring Russian republic of Dagestan in an attempt to establish a pan-Islamic state. After that, the situation spiraled out of control leading to the Russian incursion and the start of the second Chechen war.
