The military's highest ranking officer today got a first-hand look at conditions and morale in the battlefield several weeks after Kenya's entry into Southern Somalia. Chief of Defence forces general Julius Karangi made a surprise visit to the front line where he vowed his troops would defeat al shabaab. General Julius Waweru Karangi is Kenya's new Chief of the Defence Forces. General Karangi was appointed by President Mwai Kibaki, following recommendations from the National Defence Council which met earlier in the day to consider appointments, postings, promotions as well as retirement of top officers in the military. General Karangi who joined the Airforce in 1973 succeeds General Jeremiah Kianga who has retired from the military and has since been appointed the Chairman of the Kenya Railways Corporation Board. General Julius Karangi has been named the chief of Kenya's defence forces. He takes over from former chief of general staff, general Jeremiah Kianga, who is set to retire at the end of next month. General Karangi will be deputized by lieutenant general Samson Mwathethe who has been the Kenya navy commander. Lieutenant general Jackson Kasaon swaps places with former army commander lieutenant general Njuki Mwaniki who has been moved to the national defense college. The capacity of the Kenya Navy to deal with pirates and terrorism has received a major boost following the arrival of two ships that underwent major upgrading in Italy. The ships were taken abroad for what is called a midlife refit programme and during the one and a half year period, junior and senior navy officers received specailised training in maritime security and modern anti piracy skills in particular. The two ships have largely increased Kenya navy's capacity to keep Somali pirates at bay from the country's borders. The Kenya Navy has been busy in the recent past months in boasting its inventories of ships. The two warships purchased way back in 1986 docked today fully loaded with latest military fighting equipment. Last month another ship KNH Harambee returned to the country after undergoing a similar transformation abroad.

The Government will deploy the military to pursue and dismantle the networks of the militant Al Shabab group. Defence Minister Yusuf Haji and his Internal Security counterpart Prof. George Saitoti emerged from a closed door meeting with the Chief of the Defence Forces, General Julius Karangi and Police Commissioner Mathew Iteere to announce a raft of measures aimed at crushing the Al Shabaab. The top- level security team termed acts by the al Shabaab as provocative and a violation of Kenya's territorial integrity. And as Willis Raburu reports, some of the measures include vetting of the more than half a million refugees in northern Kenya.
