The law forces all religious organisations to re-register and bans prayer in state institutions such as schools and prisons. The Soyuz spacecraft carrying NASA astronaut Ron Garan and his fellow Expedition 28 flight engineers returned safely to Earth with a landing on the steppe of Kazakhstan. Garan and cosmonauts Andrey Borisenko, and Alexander Samokutyaev had been on the International Space Station since April 6. Their journey home was delayed just over a week by the failure of the Progress 44 cargo craft to reach the station. Remaining on the orbiting laboratory is NASA's Mike Fossum and his two Expedition 28/29 colleagues, Russian Sergei Volkov, and Satoshi Furukawa of the Japanese Aerospace Exploration Agency.

Astana (Kazakh: Астана / Astana / أستانا), formerly known as Akmola (Kazakh: Ақмола / Aqmola, until 1998), Tselinograd (Russian: Целиноград, until 1992) and Akmolinsk (Russian: Акмолинск, until 1961), is the capital and second largest city (after Almaty) of Kazakhstan, with an officially estimated population of 708794 as of 1 August 2010. It is located in the north-central portion of Kazakhstan, within Akmola Province, though administrated separately from the province as a federal city area. Town planning Astana can be divided largely into a few different areas. North of the railway line, which crosses Astana in an east-west direction, are industrial and poorer residential areas. Between the railway line and the river Ishim is the city center, where at present intense building activity is occurring. To the west and east are more elevated residential areas with parks and the new area of government administration to the south of the Ishim. Here many large building projects are underway; for example, the construction of a diplomat quarter, and a variety of different government buildings. By 2030, these quarters are to be completed. The original plans for the new Astana were drawn up by the late Japanese architect Kisho Kurokawa. Astana's current chief planner, Vladimir Laptev, wants to build a Berlin in a Eurasian style. Expedition 28 Soyuz Commander Andrey Borisenko, NASA Flight Engineer Ron Garan and Russian Flight Engineer Alexander Samokutyaev were greeted in a traditional ceremony at the airport in Karaganda, Kazakhstan, on Sept. 16, 2011, hours after landing in their Soyuz TMA-21 spacecraft on the steppe of Kazakhstan. After the ceremony, the crew split up, with Borisenko and Samokutyaev returning to their training base in Star City, Russia, while Garan boarded a NASA plane in Karaganda to return to the Johnson Space Center in Houston. The trio completed almost six months aboard the International Space Station following launch in December. Dubai: The Dubai International Holy Quran Award (DIHQA) competition was launched on Sunday Ramdan 2011 with the participation of contestants from 90 countries. The competition, now into its 15th edition, is held every year under the orders and patronage of His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai. The Holy Quran Award competition go under way at the Cultural and Scientific Association in Al Mamzar area of Dubai. Ahmad Al Suwaidi, head of the competitions unit of DIHQA, said the number of contestants had increased to 90 with 12 new contestants proving eligibility. Four other contestants representing four different countries had also undergone re-evaluations to ensure that they were ready for the competition, after it was shown that they have displayed some slightly weak results during the preliminary evaluation, he added. Through these preliminary rounds, a schedule is then prepared to distribute contestants of different levels in separate groups," Al Suwaidi said.
