He is being held on suspicion of conspiracy to hack voicemail messages and perverting the course of justice. Mr Mulcaire was arrested at 07:00 GMT and is being held at a south London police station. The Met Police's Operation Weeting is investigating hacking of mobile phone voicemails of public figures by the now-defunct News of the World paper. The phone-hacking investigation is working its way through about 300 million emails from News International. Mr Mulcaire is the 20th person to be arrested as part of the police's investigations into phone hacking, computer misuse and corruption. All but one of the 20 remain under investigation. Mr Mulcaire was jailed for six months in January 2007 after admitting intercepting voicemails on phones belonging to aides of the Royal Family, including messages left by Prince William. He was also convicted of intercepting messages of public figures including publicist Max Clifford, Lib Dem MP Simon Hughes and the model, Elle MacPherson. Some 28 NoW employees were named in the notebooks, the inquiry heard. Earlier, Lord Leveson warned newspapers not to victimise inquiry witnesses who speak out against press intrusion. But he added he had "absolutely no wish to stifle freedom of speech and expression". Counsel to the inquiry, Robert Jay QC, gave details of notebooks belonging to Mulcaire, who was jailed with the News of the World's former royal editor Clive Goodman in 2007 after admitting intercepting messages on royal phones. Mulcaire wrote first names in the top left-hand corner of his notes recording voicemails he illegally intercepted, the hearing learned. Some of these corresponded to NoW employees, one of whom - referred to only as "A" - apparently made 1453 separate requests for information. Their names have been found in notebooks belonging to Mulcaire, who was hired by the News Of The World and jailed in 2007 for phone hacking. One of the journalists is former news editor Sebastian Hamilton while the other is ex-investigations editor Dennis Rice, the Mail On Sunday confirmed. Four years ago, Mulcaire was sentenced to six months in prison for plotting to hack into the telephone messages of Royal aides. Police have said around 4000 people could have had their phones targeted as officers continue their investigation, named Operation Weeting, into the phone-hacking scandal. A spokesman for the newspaper said: "I can confirm that two senior journalists have been contacted by Operation Weeting officers and told that their phones may have been hacked by Glenn Mulcaire." The former legal manager at the now-defunct tabloid, Tom Crone, openly contradicted evidence given by Murdoch to a parliamentary committee in July by telling the same committee today that he was "certain" he told the News International chief of the existence of this email during a meeting in 2008. According to Crone, the meeting lasted 15 minutes and was also attended by the then News of the World editor, Colin Myler, who concurred with the former legal affairs manager's versions of events. The antics of the British press are infamous worldwide. Yet their latest tactic - tapping into mobile phones to get scoop exclusives - has thrown the news world into the courts. "The balance of the media with their red-topped assassins, are the biggest beasts in the modern jungle". In a quiet pub in Dover, tabloid-hack-turned-publican Paul McMullan holds a phone in each hand and reveals just how stupidly simple it was to access the private phone messages of his prey. According to him, it's a practise that's been endemic to journalism in Britain since the late 90s. Yet, when a 'News of the World' journalist was found to have paid a private investigator to leak information on the Royal family, Rupert Murdoch's executives claimed it was nothing more than one rogue journalist: "one bad apple!". In the inquiry that followed, Scotland Yard found the private investigator Glenn Mulcaire had targeted hundreds of prominent people, including a cabinet minister. Insiders claim Murdoch's political power has stalled the investigation thus far. Yet even as the list grows and whistleblowers come forward, the News Corporation seems confident of weathering the storm: "where is the proof?", says former editor of The Sun, "they've had six years to look at this and not one piece of evidence has been found". Addressing the London hearing from the US, where he is a TV presenter for CNN, Mr Morgan said he had listened to a tape of Ms Mills' message but said: "I can't discuss where that tape was played or who made- it would compromise a source." Inquiry chairman Lord Justice Leveson said he was happy to call Ms Mills to see whether she had granted permission for the message to be listened to. James Murdoch Won't Deny 9/11 victims Were Phone Hacked. James Murdoch answers questions about 9/11 victims and members of the British royal family's phones being hacked. He said on the allegations of hacking 9/11 victims: "It's just appalling to think that anyone associated with one of our papers would have done something like that." He continued: "I'm well aware of the allegations & will eagerly cooperate with any investigations. This is very new." Murdoch ended by saying: "That sort of activity would have no place & it would be appalling." That is quite stunning to me purely because he could not categorically say: "No. it did not happen."
