Risk, Security and Terrorism

Part of the Darwin College Lecture Series 2010. Social scientists tell us we now live that we live in a world risk society. But what does this really mean and what, if anything, do environmental risks, health risks, and natural disasters have in common with those posed by terrorism? When we move from the natural world to human threats are we still dealing with hard science or are we in the realm of speculation? Are the presumptions behind risk based counter-terrorism policies and the profiling of terrorist suspects safe? Terrorist acts are exceptionally rare but they pose the risk of catastrophic harm. No surprise then that we consent to intrusive measures that erode civil liberties in the name of avoiding such harms. The conceit of balancing liberty and security assumes that by degrading liberty we can reduce risk. In place of balancing might we do better to ask what really is at risk in the war on terror? We think of the risks posed by terrorism primarily in terms of subjective insecurity and threat to life and property. But countering terrorism carries its own risks risks to social, political, and economic life and risks to rights (rights to freedom of speech, to privacy, and to freedom of the person). Add to this the risk of marginalising and alienating those we target and we are in danger of allowing responses to terrorism to generate a whole slew of new risks. So my question is what risks are at stake and how we might live with risk without living in terror.

Before you tweet a photo of your delicious, homemade dish, check your settings — your phone might be embedding coordinates in your photos, leaving your location open to prying eyes. Using the built-in GPS, phone camera applications can embed the latitude and longitude of a location in photos. Coordinates aren't shown in your photo library, but if you post a geotagged pic online, someone with an evil motive can easily extract the photo's EXIF data and find out where you live, eat, or hang out. Creepy, right? This is a big security risk, especially for parents who post photos of their children online. Tyler Shields, a senior researcher at the Veracode Research Lab, has written a piece of spyware that allowed me to shoot an SMS command to his phone and have his contact list forwarded to my e-mail address in a demonstration. With another short text command, I was able to get his BlackBerry to e-mail me any SMS messages he sends. And if I had wanted--and he had allowed me--I could have seen a log of all his calls, monitored his inbound text messages, tracked his location in real-time based on the GPS (Global Positioning System) in his device and turned his microphone on to listen to conversations in the room and record them. "It's trivial to write this type of code using the mobile provider's own API [application programming interface] they provide to any developer," Shields said in an interview in advance of his talk on the spyware scheduled for the ShmooCon security show on Sunday. He calls his program "TXSBBSpy" and is releasing the source code but not an executable version of it. "My goal is to show how easy it is to create mobile spyware," he said. Antivirus XP 2008 is a old rogue anti-spyware program that is advertised through Trojans and other malware. It is advertised in the form of fake security alerts and warnings on web sites that state you are infected with malware or are being attacked in some manner. When you click on these ads, it will automatically download the installer for Antivirus XP 2008 and install it on your machine. In some cases, this program is installed without any intervention at all from you. Once installed, AntivirusXP 2008 will scan your computer and display a variety of security risks found on your computer that can only be removed if you purchase a license of the software. These risks, though, are all fake and are only being displayed to scare you into thinking you are infected and thus purchase their software. Another tactic that AntivirusXP 2008, and the accompanied malware, uses is to change your desktop background to be a message stating you are infected, popups and fake alerts stating your computer is being attacked, and a fake Internet Explorer page that states Google has found your computer to be infected.
