EPA's Giant Power Grab Under 'Sustainable Developmemt'


The US Environmental Protection Agency wants to change how it analyzes problems and makes decisions, in a way that would give it vastly expanded power to regulate businesses, communities and ecosystems in the name of "sustainable development," the centerpiece of a global United Nations conference slated for Rio de Janeiro next June. The major focus of the EPA thinking is a weighty study the agency commissioned last year from the National Academies of Science. Published in August, the study, entitled "Sustainability and the US EPA," cost nearly $700000 and involved a team of a dozen outside experts and about half as many National Academies staff. Its aim: how to integrate sustainability "as one of the key drivers within the regulatory responsibilities of EPA." The panel who wrote the study declares part of its job to be "providing guidance to EPA on how it might implement its existing statutory authority to contribute more fully to a more sustainable-development trajectory for the United States." Or, in other words, how to use existing laws to new ends. According to the Academies, the sustainability study "both incorporates and goes beyond an approach based on assessing and managing the risks posed by pollutants that has largely shaped environmental policy since the 1980s." It is already known in EPA circles as the "Green Book," and is frequently compared by insiders to the "Red Book," a study on using risk management techniques to guide evaluation of carcinogenic <b>...</b>

On October 26th, 2010, Michael Shaw of Freedom Advocates and John Bush of Texans for Accountable Government went to Austin City Hall to meet Austin's new Chief Sustainability Officer, Lucia Athens. They asked her about global population reduction as it relates to sustainable development. Shaw: How do you reconcile the idea of unalienable rights with the goals of sustainability including the Global Biodeversity Assessment Report which calls for an 85 percent reduction in the human population? Athens: You know, the population issue I think is one of those really difficult ones to navigate, it's a very difficult topic to navigate in the context of sustainability and issues and programs. Its not an issue that I want to take on. Bush: You don't want to take on population reduction. That's a good thing! Athens: It just doesn't seem like a place that's gonna be a very fruitful place for us to go. I'm much more focused on practical things that we can try to implement in the near term future but also looking at the long term, that's a very divisive topic. Living Mulch Sustainable Farming near Missoula


www.permies.com Helen Atthowe, Missoula County Horticulturist (1995-2010) http speaks about a variety of experiments with living mulch. She covers minimum till, no till and full till. Helen talks about creating beneficial insect habitats: bees, parasitic wasps, (in april she was experiencing a 1-to-1 ratio of parasitized aphids to non parasitized aphids), spiders, ground beetles ... Broccoli, brussel sprouts and cabbage yields are explored. Using three foot wide raised beds. The minimum till was done with a single shank chisel plow followed by a light tilling with a tiller/rotovator. Living mulches experimented with include clover which contributes nitrogen, phosphorus and potassium, but also competes with the production crop. The trick is to find the balance and get the best of all worlds. Music by Jimmy Pardo
