About the Speaker: Andrew Haldane is the Executive Director of Financial Stability at the Bank of England. Since joining the Bank in 1989, he has held a number of key positions and written extensively on domestic and international monetary and financial stability. He is the author of around 80 articles and three books on issues including central bank independence, international financial crises, financial stability frameworks, inflation targeting and payment systems. Most recently, he has made a number of important contributions to the discourse on the global financial crisis. Andrew Haldane is a member of various economics associations, editorial boards, academic advisory committees and international public policy committees, including the Basel Committee on Banking Supervision. He co-founded the charity 'Pro Bono Economics,' which brokers economists into projects in the charitable sector. About the Event: After giving brief (and staggering) estimates of the costs of the global financial crisis, Andrew Haldane identified the systemic risk which triggered the collapse as having two root causes: 1) the credit cycle and 2) institutions that had been allowed to become 'too-big-to-fail' (TBTF). The first problem is conjunctural, the second structural. They combined in particularly devastating fashion to cause the crisis, with the latter problem amplifying the former. In a speech on the Floor of the House of Representatives in 1999, Congressman Dingell warns against repealing the Glass-Steagall Act of 1933. He argues that repealing the law would allow banks to become "too big to fail," which would cause instability in financial system. Nonetheless, Congress repealed the law and the nation suffered the tragic consequences of the 2008 financial crisis about a decade later.

The latest efforts to prevent eurozone members and the single currency falling into the financial abyss begin later. European ministers will meet to discuss the effectiveness of bailouts for Portugal and Greece. Concerns have been raised that the measures are not working in Greece. While Portugal's crumbling economy is desperate for a 78 billion euro rescue package. Across the border in Spain, there were outbreaks of violence during protests against austerity cuts as the country struggles to deal with record-high unemployment. Vienna-based UNODC Executive Director Antonio Maria Costa said in an interview released by Austrian weekly Profil that drug money often became the only available capital when the crisis spiralled out of control last year. "In many instances, drug money is currently the only liquid investment capital," Costa was quoted as saying by Profil. "In the second half of 2008, liquidity was the banking system's main problem and hence liquid capital became an important factor." The United Nations Office on Drugs and Crime had found evidence that "interbank loans were funded by money that originated from drug trade and other illegal activities," Costa was quoted as saying. There were "signs that some banks were rescued in that way." Profil said Costa declined to identify countries or banks which may have received drug money and gave no indication how much cash might be involved. He only said Austria was not on top of his list, Profil said. Having a few massive firms is not good for consumers/taxpayers. "If these folks want a fight (banks, financial orgs) that's a fight I'm willing to have." We can't return to business as usual.
