After watching this uploaded video on YouTube, it doesn't look nearly as neat as it does on my PC. YouTube's compression messes up this effect pretty bad. Oh well. The cartoon effect was done by copying the video to two tracks, applying a medium blur to the bottom track, and an find edges effect to the top track. Then invert the the top track and add a multiply mask.
