Collectively, the manufacturing facilities avoided more than 778380 metric tons of greenhouse gas. It would require the planting of 20 million trees that grow for 10 years to mitigate the same amount. And the efforts saved GM 0 million in energy costs. EPA's program challenges manufacturing companies to reduce greenhouse gas emissions by improving their energy efficiency by 10 percent within five years. The GM plants agreed to establish an energy intensity baseline normalized by production volume. They set a 10-percent improvement goal, implemented energy efficiency projects, tracked energy use and verified savings. The US Environmental Protection Agency wants to change how it analyzes problems and makes decisions, in a way that would give it vastly expanded power to regulate businesses, communities and ecosystems in the name of "sustainable development," the centerpiece of a global United Nations conference slated for Rio de Janeiro next June. The major focus of the EPA thinking is a weighty study the agency commissioned last year from the National Academies of Science. Published in August, the study, entitled "Sustainability and the US EPA," cost nearly $700000 and involved a team of a dozen outside experts and about half as many National Academies staff. Its aim: how to integrate sustainability "as one of the key drivers within the regulatory responsibilities of EPA." The panel who wrote the study declares part of its job to be "providing guidance to EPA on how it might implement its existing statutory authority to contribute more fully to a more sustainable-development trajectory for the United States." Or, in other words, how to use existing laws to new ends. The postponement is until 2013. These new rules are claiming to reduce smog, when in essence they reduce electric output and raise the price of electric. "Quebec investing $250 million into e-vehicles plan" " The Quebec government says it wants 25 per cent of all sales of new light-passenger vehicles in the province to be all-electric or hybrids by 2020 and it's backing its "Running on Green Power" program with $250 million of investment. The 2011-2020 action plan is aimed at "changing transportation habits and making the province a North American leader in sustainable mobility via hydroelectricity," Premier Jean Charest said at a press conference in Quebec City on Thursday. By 2020, e-vehicles will number 118000, or five per cent of the province's light-vehicle fleet, rising to 18 per cent by 2030. Greenhouse gas emissions by 2020 will be cut by 3.5 million tonnes, 1.5 billion litres of gasoline will be saved, or 17 per cent of present consumption, and 95 per cent of all travel on public transit systems will be e-powered. The $250 million will be invested in the deployment of e-vehicles and infrastructure and to stimulate production of batteries, e-propulsion systems and other components and to encourage research and innovation. The government hopes this will generate matching private-sector investment of $500 million and raise the e-vehicle sector's job count from 1500 to 5000. The program includes speeding the development of recharging infrastructure and support for transit agencies converting to e-power.
