Walker has cut the rate at which Wisconsin's state budget is growing, but he hasn't actually cut spending. In fact, the state's biennial budget is scheduled to increase by about 3 percent on Walker's watch, rising from $62.6 billion (2009-11) to $64.3 billion (2011-13). A big reason for that bump is that Walker's budget includes a historic increase in state spending on Medicaid, after the federal government cut its contribution to the state-run health insurance program for the poor. Walker has been widely vilified for a 7 percent cut in state aid to schools over two years, which he says will be paid for by cost-saving measures such as requiring teachers to kick in more for their pensions and healthcare. Greek Spending Cuts Clear Way for Loans

The approval cleared the way for seventeen billion dollars in loans from the International Monetary Fund and the European Union. The loans are a share of the one-hundred-fifty-six-billion-dollar rescue deal that Greece secured last year.The money will help the government to operate and pay its debts until the middle of September. But the austerity plan led to a two-day general strike in Greece and violent demonstrations in Athens. Several hundred protesters and police were injured. Parliament approved the plan on June twenty-ninth, and agreed to the details the next day. Prime Minister George Papandreou won more support than expected for his proposals. He appealed to parliament to do everything possible to avoid defaulting on the debts of the birthplace of democracy. "There is a choice," he said. "We can remain a Greece which has a huge public sector, or change to a Greece which has an effective democratic and productive public sector."Greece is expected to seek more international help, even though years of government borrowing led to the crisis. Is Austerity to Blame for Europe's Economic Woes?


From Nobel laureate Paul Krugman to the free-market-friendly Economist magazine to former Treasury Secretary Lawrence Summers, all sorts of experts are charging that financial austerity measures are killing the great economies of Europe. "Austerity Is So Wrong!" reads the headline of a Krugman piece at The Daily Beast that argues against cutting government spending during weak economic times. But the critics of austerity have got it all wrong, says Mercatus Center economist and Reason columnist Veronique de Rugy. For starters, many European countries haven't cut spending at all and, among the ones that have, most have made relatively minor trims while also hiking taxes. That's known as "the balanced approach," notes de Rugy, and it almost never works to reduce debt-to-GDP ratios or get economies moving again. Yet critics of cutting government spending in a weak economy ignore academic research showing that significant spending cuts, structural reforms to entitlements, and loosening labor regulations are proven ways to reduce debt loads and get countries moving again. De Rugy talked with Reason's Nick Gillespie about austerity and its discontents - and what the United States could learn from Germany's economic reforms made earlier this century. Europe has been plunged into a deep economic funk. Belgians, however, seem oblivious to the chaos around them. England responded to bad economic news with cuts, but Belgium's caretaker government does not have the power. Belgians were spared from austerity measures. It doesn't hurt that salaries and pensions are indexed to inflation. Belgium is experiencing healthy growth while many Eurozone rivals remain stalled. Italy is deciding on the future of a highly unpopular austerity package intended to put a leash on the country's runaway debt. The country's lower house of parliament is voting today on whether to pass an extensive set of tax hikes and spending cuts. The measure's already been passed by the Senate, despite weeks of wrangling and mass public protests. But, even if passed, many wonder if it will be enough. Because, as RT's Sara Firth reports, years of economic stagnation and a culture of government excess may have left it too little too late. On Tuesday, Barack Obama had some harsh words, now it's China's turn to tell Europe to get its financial house in order. The Premier of the world's second largest economy warned the Eurozone it must stop its crisis getting worse. Asia is concerned the EU's problems could take down the whole global economy. More than 30000 had taken part in the demonstration but many were forced to take cover when youths began throwing rocks and fire bombs. The officer was hit by a petrol bomb which set his uniform and motorcycle on fire. He was forced to remove his crash hemet and colleagues had to help extinguish the flames. Riot police used tear gas and flash grenades to try stop the violence. The Greek government is facing international pressure to make further cuts after its ailing economy was bailed out by the International Monetary Fund and the European Union. It has already made drastic spending and pay cuts, as well as imposing a number of tax hikes in order to meet the conditions of the deal. Around 500 people gathered outside parliament following the main march. The group said they would not move until ministers agreed to make concessions.
