Hamas: Palestinians won't form interim government before elections


The Palestinians' rival leaders have quietly decided to keep their respective governments in the West Bank and Gaza in place until elections. This proposal would remove a major obstacle for efforts to reconcile the factions: the need to form an interim unity government. The understanding was reached between Western-backed Abbas and Khaled Meshal, chief of the Islamic militant Hamas, during one-on-one talks last week. Another top Hamas official, Moussa Abu Marzouk said that it was at least possible to skip an interim government and head straight to elections, tentatively scheduled for May. However, Abbas envoy Azzam al-Ahmed on Saturday denied the two leaders reached such an understanding. He said: "There is no possibility of holding elections without a unity government,".

Hamas will not support the Palestinian statehood bid unless its future borders include the entire state of Israel, a Hamas official in Gaza says. Salah al-Bardweel, said the bid will mean recognizing the state of Israel and marking its borders even though Israel was established on stolen land. If the United Nations passes the statehood bid it means Palestine will exist only in the West Bank and Gaza and not the entire state of historic Palestine which is Israel today, and is what Hamas demands he declared. Once a Palestinian state is ratified it will affect the resistance as the Palestinians will not be able to fire one shot at the Israeli occupation he declared.

Israel, Hamas, Egypt finalize prisoner swap details


David Meidan, the government's chief negotiator on the Gilad Shalit prisoner swap flew to Cairo on Saturday night to finalize the deal that will bring the Israeli soldier home. Meidan is expected to finalize details of the release during his meetings in Cairo. According to initial plans on Tuesday Shalit will be taken across Gaza's southwestern border into Egypt, likely via the Rafah crossing, where he will be met by Egyptian security officials and a small Israeli delegation to verify his identity and ensure he is healthy. There is a possibility that he will be transferred directly to Israel. He will then be taken by plane to an IDF base while groups of Palestinian prisoners are transferred from Ketziot to the West Bank, the Gaza Strip, Egypt and countries abroad. At the army base, Shalit will meet his family and undergo more comprehensive medical exams. From there he is expected to be flown to the Tel Nof Air Force Base near Rehovot for a low key reception where he will be greeted by Prime Minister Binyamin Netanyahu and Defense Minister Ehud Barak. He will then be flown by helicopter to his home in Mitzpe Hila in the Upper Galilee. Over the weekend the Defense Ministry decided to recognize Shalit as a disabled army veteran entitling him to medical assistance and other benefits for life. This will allow for a swift discharge from the army and he will not be required to appear before committees to receive the approval.

Members of 13 Hamas cells operating in the West Bank including some with ties to Syria who were plotting attacks against Israel have been arrested. Israel's Security Agency (Shin Bet) released details of their arrests on Wednesday culminating an operation in which scores were arrested and a number of suicide attacks inside Israel thwarted. One of the cells was responsible for the bomb attack at a Jerusalem bus stop opposite the International Convention Center in March in which a British tourist was killed and scores injured, the Shin Bet said. A senior Shin Bet official said the wave of arrests indicate the extent Hamas has gone to build up its presence in the West Bank and concentrate its efforts to launch attacks against Israel. Not only Palestinians but some Arabs with Israeli identity cards were members of the cells. Some of the attacks thwarted due to the arrests of cell members include a planned suicide bomb attack at the Jerusalem neighborhood of Pisgat Zeev. The attack was averted after Israeli security officials arrested east Jerusalem resident Azhak Arrata at his Ras al-Amud home. Arrata who holds an Israeli identity card admitted to being involved in the bomb attack in Jerusalem in March and said he had also planned to abduct Israeli citizens. His arrest led to the capture of the would be suicide bomber Said Qawasmeh from Hebron, security officials said. Support for Hamas among Gaza Strip's Palestinians is waning, as Gazans become more and more disillusioned with their rulers, who seem more focused on the conflict with Israel than the various problems plaguing their own population. The Guardian reported Thursday that despite the popularity boost Hamas experienced in the wake of the Shalit prisoner exchange, Gazans are finding it exceedingly difficult to ignore the corruption tainting their government; as well as its "single focus" on Israel, which takes precedence over any other pressing civilian issue. Movement official Ismail Radwan told the Guardian, "The people are now looking up to Hamas..With the prisoner release, Hamas has given to the people what no other faction has given. If there is an election tomorrow we will win even more votes than before." Still, the political gain achieved by Hamas seems to be fading and the civil discontent with the militant Islamist movement's five-year rule is rising amid suppression of political opposition and the constant claim that the violent resistance to Israel must remain more important than even the dire unemployment situation in the Strip.

New aid flotilla nears Hamas-ruled Gaza

The vessels left Turkey earlier this week but given the sensitive nature of the operation, the organisers were silent about their departure. According to the pro-Palestinian International Solidarity Movement (ISM) the vessels are carrying aid and medical supplies and are expected to reach their destination during Friday. It is believed the Israeli navy has already made contact with the flotilla.

Hamas prevents screening of Abbas UN speech


While Palestinian President Mahmoud Abbas told the United Nations General Assembly he enjoys full support from Hamas over the statehood bid, security forces affiliated with the terror organization in Gaza prevented a Gaza restaurant from screening Abbas's UN address and arrested the owner. According to the Palestinian Center for Human Rights in Gaza, two men arrived at the Gallery Restaurant in western Gaza on Friday. They identified themselves as members of the Hamas run General Investigations Service. The men ordered the restaurant owner Jamal Salim Abu al-Qumsan, 43, to stop broadcasting Abbas' speech and threatened to close the restaurant. They then called for police back up and arrested al-Qumsan and also confiscated the identity card of a journalist at the restaurant, the PCHR said. The rights organization said al-Qumsan remained in detention on Sunday. The organization condemned the incident and called on the Ministry of Interior in Gaza to respect freedom of speech and expression

In a deal reached with Israel's State prosecutor, he received a suspended sentence of 3 years and recognized for time already served behind bars since his arrest in August, as he sought to leave via the Allenby Bridge crossing for Jordan. Allawi told Shin Bet investigators he was recruited to Hamas in 1993 and served in a senior committee responsible for Hamas operations abroad, and fundraising until 2004. In 2001 and 2003 he traveled to Damascus Syria and met with senior Hamas officials Mousa Abu Marzouk and Khaled Mashaal and reported on his activities. He told investigators in 2000 he attended a meeting in Saudi Arabia where he agreed to participate in a terror attack on behalf of Hamas and also agreed to using his position as a reporter to promote Hamas interests. He also admitted to being a member of the Mujahideen in Afghanistan between 1988 to 1992 and said he participated in raids on a local military base and operations against Soviet forces.
