On Thursday, a law banning the homeless from public places comes into effect across Hungary. Several cities and towns in the country have already adopted similar laws. At least 100000 people took to the streets of Budapest on Saturday in support of Viktor Orban, Hungary's two-time prime minister, who is currently caught up in a dispute with the European Union over new laws which the EU says threaten democracy. Attila Mesterhazy, the president of the Hungarian Socialist Party, says Orban is trying to portray himself as the protector of Hungarian sovereignty and the attacks on him as attacks on the people. Around 30000 Hungarians have protested against changes to their constitution which give the government more control over the media and the courts. Protesters say the ruling Fidesz party is getting rid of democratic institutions and tightening its grip on power. But the government says the amendments complete Hungary's transition from communism to democracy. Al Jazeera's Will Jordan reports.

The European Commission said on Wednesday that it plans to suspend 495 million euros in Cohesion Funds from Hungary as the country has failed to reduce its deficit. It is the first time Brussels decides to withhold development funds, which are destined to support infrastructure projects in the EU's poorer regions. EC's vice-president Olli Rehn said that the sanctions come as an incentive for Hungary to amend the situation. But many suspect it could also be a punishment linked to the state of democracy in the country. Only last month, Brussels launched legal action against the Hungarian government over concerns of an anti-democratic constitution. Hungary's Prime Minister Viktor Orban asked the EU and the IMF for a rescue loan late last year. But the talks were put on hold with none of the institutions committing to anything. As the country's situation worsens, these new sanctions can have a real impact on its economy.

An EU official has warned that talks with Hungary over emergency funding could be frozen and the country faces possible legal action if its controversial new constitution breaches European treaties. STRASBOURG - Martin Schulz has only been in power for less than 24 hours and the new president of the European parliament is already facing a major challenge. Hungary's Prime Minister Viktor Orban invited himself to the plenary session in Strasbourg to defend what the Commission sees as an anti-democratic Constitution. Schulz' priorities for his term and the Danish Presidency were supposed to be the main topics on the parliament's agenda. Instead, the social democrat found himself chairing a heated debate on the state of democracy in Hungary. Hungary's Prime Minister attempted to deflect the criticism with legal and technical arguments, but failed to convince MEPs that he was respecting fundamental democratic values. Orban's political party, Fidesz, came to power in 2010. The country has been surrounded by controversy since then, especially during the first half of last year, when it held the rotating presidency of the European Union.

The European Commission wants Budapest to change a recently introduced law that Brussels says limits the bank's independence. The conservative government of Prime Minister Viktor Orbán has backed down on some areas, but said on Friday that further discussions are needed on two issues the Commission and the European Parliament are unhappy about -- the oath of office for the central bank governor and a cap on his salary.

Critics say the new Basic Law weakens democratic institutions and checks and balances, and cements the ruling Fidesz party's grip on power. The EU and IMF is especially concerned that it strips the Central Bank of its independence. Last month a trip to Budapest to study a 15 to 20 billion euro aid package was called off.

While the European Commission is investigating Hungary's controversial new laws governing the media, Klubradio, the country's only opposition radio station, is fighting for survival.
