The National Emergency Centers Act or HR 645 mandates the establishment of national emergency centers to be located on military installations for the purpose of to providing temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster, according to the bill. The legislation also states that the camps will be used to provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations. Ominously, the bill also states that the camps can be used to meet other appropriate needs, as determined by the Secretary of Homeland Security, an open ended mandate which many fear could mean the forced detention of American citizens in the event of widespread rioting after a national emergency or total economic collapse. Many credible forecasters have predicted riots and rebellions in America that will dwarf those already witnessed in countries like Iceland and Greece. RestoreTheRepublic.com - STOP HR 645 - A rather scary piece of legislation has been introduced in the House of Representatives entitled HR 645. Also known as the National Emergency Centers Establishment Act. Many people in the freedom movement have whispered, shouted, talked and warned others about the unaccounted for FEMA facilities being built around the country for several years now. Well, it seems like congress is currently facing the issue of opening these facilities and to begin using them for their intended purposes. The bill, which is included below, will serve as the authorization to open and declare what these facilities can be used for and what they are preparing to do. HR 645 begins with the Establishment of National Emergency Centers which will mandate that Homeland Security use no fewer than six existing military facilities to provide aid to individuals and families in the event of a declared emergency or natural disaster. These facilities will also be to train law enforcement entities, as well as clergy and other entities that will prepare the average citizen for a major event. There will be no fewer than six Emergency Centers with at least one being in each of FEMAs jurisdictions. These facilities will be required to be equipped for long term stays by citizens. The bill designates an initial funding estimate at 360 BILLION dollars for a period of two years. Act now to prevent HR 645 from becoming law. By Bob Chapman, May 11th, 2011.In legislation just proposed, and I don't know by whom, nor do I have a number yet, the Dept of Labor has proposed a re-definition of who is a fiduciary, not under the Securities laws, but under ERISA, the law that governs tax advantaged retirement accounts, such as 401K and IRAs and it probably will include all retirement assets, we don't have a definite direction yet of what they intend to do but it is my guess they want to limit those investments only to US government debt. They may include some blue chips or funds, I don't know. They may allow other high-graded fixed income products. These DOL-ERISA rules override all SEC rules. We don't know the final form of the legislation, nor do we know whether it will be passed, but my guess it will be. The government desperately needs to get those retirement funds invested in government debt. I would seriously think about terminating 401ks and IRAs by transferring the assets -- without commission -- into a personal account it then becomes a taxable event. I also believe there is a good chance that taxes will be higher next year. There is also an outside chance that retirement assets could be frozen -- such events would be negative on the general market because government would be directing brokerage houses to sell retirement assets.
