Dual-Purpose Improved Conventional Munitions (DPICM) is an artillery or surface-to-surface missile warhead designed to burst into sub-munitions at an optimum altitude and distance from the desired target for dense area coverage. The sub-munitions are designed for both antiarmor and antipersonnel attack. Some sub-munitions may be designed for delayed reaction or mobility denial (mines). The air-to-surface variety of this kind of munition is better known as a cluster bomb. Development work for DPICM projectiles began in the late 1960s, with the first projectile, the 105 mm M444 entering service in 1961, though the submunitions were simple bounding anti-personnel grenades. Production of the M444 ended in the early 1990s. The first true DPICM was the 155 mm M483, produced in the 1970s. By 1975 an improved version the M483A1 was being used. The projectile carried 88 M42/M46 grenade like dual purpose submunitions. The 155 mm M864 projectile entered production in 1987, and featured a base bleed that enhances the range of the projectile, although it still carries the same M42/M46 grenades. The base bleed mechanism reduces the submunition load to 72. Work was budgeted in 2003 to retrofit the M42/M46 grenades with self-destruct fuzes to reduce the problem of "dud" submunitions.

Bonus artillery launched, fire-and-forget artillery shell targets and destroys armored vehicles (stationary or mobile) by top attack submunitions. Each BONUS shell carries two BONUS Submunitions, and is provided with base bleed system to reach ranges of 35km. Two Submunitions are carried in each shell, covering an area of 200 m' in radius. The BONUS submunition deploys two "wings" which stabilize its rapid descent path and fast spin required for target scanning. BONUS acquires a target by multi-spectral infrared signature. BONUS II, which will enter production in 2005 will also add a laser radar (LADAR) for improved aiming into a target shape generated by a laser radar (LADAR) sensor. The fusion of spectral and target profile enables BONUS to separate between combat-worthy targets, damaged or burning targets as well as decoys. Each submunition is equipped with explosive formed penetrator (EFP) striking the target by top attack. BONUS II is equipped with improved IR sensors capable of engaging targets with reduced IR signatures and countermeasures. BONUS is in production since 2003. Over 1000 BONUS shells have already been delivered to the French and Swedish armies, and current production programs are scheduled to last til 2007

On Feb 16, 2010, the international campaign to ban cluster bombs achieved a historic victory. When Burkina Faso and Moldova ratified the Convention on Cluster Munitions, the treaty reached the 30 ratifications necessary to enter into force: the agreement to ban cluster munitions will become binding international law on August 1, 2010. The treaty victory is a powerful example of how sustained, impassioned campaigning can move governments to the side of international opinion. However, critical work remains to be done. In total, 104 countries have signed the treaty. Although 30 nations have now ratified it, there are still 74 signatories that have not ratified and need to be pressured by their citizens to do so. Just as importantly, some of the world's biggest users of cluster bombs haven't even signed on to the treaty, much less ratified it. It will take a concerted citizen's campaign to pressure the United States, Russia, China, and Israel, among other countries that have used cluster bombs recently, to sign and ratify the Convention on Cluster Munitions.
