President Ahmadinejad made the remarks prior to leaving Tehran for Dushanbe, Tajikistan. He said that some 20 years ago, a number of countries in the region attained independence which paved the way for regional change. He said that the Islamic Republic of Iran was one of those who recognized independence of the countries in the early days and established friendly and constructive relations with them. 'Tajikistan is among that independent country which has established special relations with Iran.' The Islamic Republic of Iran has rendered many technical and engineering services to Tajikistan during the period, said the president. He said that Iranian experts are involved in construction of Sangtudeh-2 power plant project in Tajikistan taking advantage of high technology. At an official ceremony, Tajik president Emomali Rahmon and his visiting Iranian counterpart Mahmoud Ahmadinejad inaugurated the first unit of the Iranian built Sangtuda 2 Hydropower Plant over the Vakhsh River in south of Dushanbe on the occasion of the 20th anniversary of Tajikistan's independence. Sangtuda 2 HPP which is a hydroelectric power plant is believed to be a significant milestone in achieving energy independence for Tajikistan, the country that had experienced severe energy shortages since its independence from the ex-Soviet Union in 1992. The construction of Sangtuda-2 HPP commenced during the Soviet Union period in the 1980s, but was suspended in the beginning of the 1990s due to lack of financial resources. On June 11, 2005, Tajikistan and Iran signed a Memorandum of Understanding to build the Sangtuda-2 HPP. Iran has so far provided over 180 million US dollars for the construction of Sangtuda 2 dam and hydropower plant which will produce 220 megawatts of electricity a year after full commissioning. Iran and Tajikistan have recently accelerated strengthening their energy and economic cooperation and observers believe that the good achievements gained from mutual cooperation should be deemed as a result of the efforts made by the two countries' leaders. Experts say Tajikistan's industrial development and economic stability will only be secured once it has a strong hydropower infrastructure and reliable electricity trading partners in the region.

Afghan President Hamid Karzai has ruled out further talks with the Taliban, saying "we cannot keep talking to suicide bombers." After a summit meeting with his Pakistani counterpart, Asif Ali Zardari, and Turkish President Abdullah Gul, in the Turkish city of Istanbul, Mr. Karzai said his government would instead continue to talk with Pakistan about finding solutions to the insurgency-related violence.President Karzai warned that there will be no hope for peace in his country without help from its neighbors in fighting terror groups. Mr. Gul, who hosted the summit, said Pakistan agreed to cooperate with Afghanistan on a joint inquiry into the September 20 assassination of Afghanistan's top peace negotiator, former President Burhanuddin Rabbani**. Sealing the border separates Tajiks on both sides, but the move is seen as blocking the spread of Taliban-style extremism north into Central Asia.

Dubai: The Dubai International Holy Quran Award (DIHQA) competition was launched on Sunday Ramadan 2011 with the participation of contestants from 90 countries. The competition, now into its 15th edition, is held every year under the orders and patronage of His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai. The Holy Quran Award competition go under way at the Cultural and Scientific Association in Al Mamzar area of Dubai.
