Public support for the war on drugs has dramatically decreased, but there is less agreement over what polices should replace drug prohibition. On Friday, March 9, following a keynote address by noted travel writer, public television producer and public radio host Rick Steves on the previous evening (Thursday, March 8), the Baker Institute will host a conference titled "The War on Drugs Has Failed. Is Legalization the Answer?" Able and respected defenders of current policy, leading advocates for reform and academic researchers will discuss and examine key issues such as alternatives to prohibition, effects of the war on drugs on minority communities and international efforts to reduce the harms of drug abuse.

Ron Paul took an opportunity during the PBS Republican Presidential Debates, moderated by Tavis Smiley, to call for end to the Drug War. "Prohibition didn't work and prohibition on drugs hasn't worked either." Ron Paul cited the unfair disparity in the percentage of blacks imprisoned over drug offenses in proportion with the relative percentage of black drug users, giving example to the system's racial bias. Paul also noted the money wasted on the so-called 'War on Drugs' since the 70s when it's clear that drug use and prison capacity has only swelled in wake of the profit driven motives of the "war."

DC Capitol Hemp Shutting Down: Obama's War on Drugs to Blame

"The government is forcing a form of censorship on us," says Adam Eidinger, co-owner of Capitol Hemp, a two-store chain in Washington, DC that is closing its doors for good on August 1, 2012. "They are saying you can't talk about certain subjects if you're going to sell pipes." Capitol Hemp sells clothing and soaps and a vast array of glass and other types of pipes. Police raided Capitol Hemp last fall after an undercover cop reported "unnatural and deceptive" behavior at the company's Adams Morgan branch. What raised the cop's suspicions? According to the police report, employees corrected his use of the word bong and changed the subject whenever he brought up marijuana. The store's book selection, which included titles on drug legalization, was also cited as proof that the place was really a criminal enterprise. Under current law, drug paraphernalia is illegal, even absent traces of verboten substances. But since anything - from rolling papers to apple cores to beer cans - can be used to smoke pot, federal prosecutors end up relying on "context" to determine when a pipe is just a lawful pipe and not a contraband bong. The government seized over $300000 of merchandise from Capitol Hemp. After the feds reduced the charges in such a way that a jury trial in federal court was not an option, Capitol Hemp agreed to a deal in which it will "voluntarily" shut down in exchange for the full return of its seized merchandise. Stossel interviews Detroit's police chief Jerry Oliver who points out that since the dealing of drugs is between willing buyers and sellers, the War on Drugs forces cops to use deceit to catch those dealing drugs. Despite all the law enforcement resources put into fighting the drug war, availably of drugs is just as high as before the drug war began. Three unintended consequences of the war on drugs are explored including that it sucks children into the underworld, corrupts cops, and creates crime. Stossel travels to Colombia and examines the effect of the War on Drugs on Colombians. The futile effect of incarcerating of drug dealers to stop the flow of drugs is noted and many people who choose to use drugs ask why they shouldn't have the freedom to choose what substances to put in their bodies. Finally Stossel travels to Europe to see how drug legalization has affected European society.
